President William Ruto on Friday, April 10, appointed 34 individuals to selection panels tasked with facilitating recruitment for vacancies arising in four key public institutions.
In a notice on the Kenya Gazette, Ruto named panels to the Independent Policing Oversight Authority (IPOA), the Intergovernmental Relations Technical Committee, the Teachers Service Commission (TSC), and the Public Service Commission (PSC).
According to the gazette, the appointments have been necessitated by impending membership gaps that could disrupt operations if left unaddressed.
At IPOA, Ruto declared a vacancy in the position of Chairperson of the Board following the appointment of Issack Hassan as a Judge of the Court of Appeal. Acting under section 11(1) of the Independent Policing Oversight Authority Act, the President constituted a six-member selection panel to recruit nominees for the chairperson position.

The panel comprises Dr Rueben Chirchir, Mwanamaka Amani Mabruki, Stephen Mbaga Jumbale, Dr Monica W. Muiru, Claris Ogangah and Michael Nzomo Mbithuka.
At the Intergovernmental Relations Technical Committee, the President declared impending vacancies in the positions of seven members whose six-year non-renewable terms expire on June 19, 2026.
The IGRTC is responsible for the day-to-day administration of the National and County Government Co-ordinating Summit and the Council of County Governors.
Ruto constituted a twelve-member selection panel, chaired by Amos Gathecha of the Executive Office of the President.
Members are Governors Benjamin Chesire Cheboi (Baringo), Ochilo Ayacko (Migori) and Fatuma Achani (Kwale) from the Council of Governors. The others include Michael Lenasalon from the State Department for Devolution, Shadrack Mose from the State Law Office, Dr Francis Owino and Joanne Machayo from the Public Service Commission, Prof. Nicholas Letting from the Association of Professional Societies of East Africa, and Mutheu Kasanga from the Kenya Private Sector Alliance.
According to the notice, Dr Kipkurui Chepkwony of the IGRTC Technical Committee and Mary Mwiti of the Council of Governors serve as Joint Secretaries.
At the Teachers Service Commission, the President declared impending vacancies in the positions of two members whose six-year non-renewable terms expire on May 2, 2026.
The TSC is constituted of a Chairperson and eight members, appointed for a single non-renewable term of six years, with serving members having been appointed in three staggered batches to ensure seamless transition and effective succession management.
Ruto named a nine-member selection panel to recruit nominees, chaired by Isaac Njenga, with members Evelyn Owoko, James Nduna, Dr Jacob Mbijjiwe, Margaret Nyakoboke Ogega, Wycliffe Etole Omucheyi, Dr Mercy Igoki Samuel, Rose Okaya Eteye and Dr Margaret Lesuuda.
At the Public Service Commission, established under Article 233(1) of the Constitution, a vacancy has arisen in the office of one member. The PSC is mandated, among other functions, to establish and abolish offices in the public service, appoint and confirm appointments, exercise disciplinary control and promote the values and principles of public service.
Pursuant to section 10 of the Public Service Commission Act, the President is required to issue public notification of such a vacancy within fourteen days of its occurrence.
A seven-member selection panel was constituted, comprising Arthur Osiya, Charles Mutinda, Mwaniki Cachuba, Simon C. Kiplangat, Georgina Malombe, Ruth Wambeti Ruraa and Freddah Lenayiasa.
