The 39th Ordinary Session of the African Union (AU) Assembly of Heads of State and Government was addressed by President William Ruto, who demanded new military takeover prevention measures and illegal power transfer prevention measures for all African countries. The appeal signals rising concern among African leaders about persistent instability in several nations.
Ruto from Addis Ababa in Ethiopia on Saturday said the African Union needs to stop using empty statements and start using strong enforcement methods that will protect constitutional governance. His remarks show that regional unrest has increased because of multiple coups that followed sudden changes in government throughout West and Central Africa.
Ruto told his fellow heads of state that government overthrows through violence must end because they destroy citizen dreams. The time has come for Africa to reinforce norms against unlawful power grabs and to invest substantially in preventive diplomacy to shield our democracies.
The Kenyan leader’s proposals form part of a broader institutional reform agenda he presented at the summit, which aims to strengthen peace, security, and governance frameworks by establishing the African Union peace, security, and governance institutional structures.
His proposal includes increasing the African Union Peace Fund from $400 million to $1 billion, which will provide sufficient funds for the African Union to handle emerging constitutional crises.
Ruto requested that member states implement the African Court of Justice, establish the Malabo Protocol through ratification, and give the Pan-African Parliament authority to enhance its effectiveness in enforcing democratic standards.
