ODM Hits Treasury with KSh 12.6 Billion Bill: Demands Funds or Celebrations Continue.

The opposition Orange Democratic Movement (ODM) has officially demanded that the National Treasury release a staggering KSh 12.6 billion owed under the Political Parties Fund, a move which threatens to escalate political tensions in Kenya.

In a statement following its Central Management Committee meeting held on Monday under acting leader Oburu Odinga, ODM accused the government of flagrantly ignoring the legal and moral obligation to release funds due to the party—despite qualifying under the law as one of the principal beneficiaries.

“The government has failed to release monies owed to ODM. We are demanding that the funds be released as required by law and in honour of the departed comrade Raila Odinga,” the party declared.

Funds Allegedly Withheld for Years

According to the party’s assertion, the withheld funds have hampered ODM’s organisational operations across Kenya for “several years,” undermining its capacity to mobilise and engage at grassroots level. The party contends that continued delay contributes to a breach of both the law and foundational political principles of fairness and transparency.

Party Celebrations to Go On Despite Dispute

Rather than hold back due to the budget dispute, ODM announced it will move forward with a major set of nationwide events. These include memorial rallies for the late Raila Odinga, set to start in Kilifi County on 2–3 November and proceed to Homa Bay and Migori on 5–6 November.

In addition, the party’s anniversary celebration — themed “ODM at 20” — is scheduled for 15–16 November in Mombasa County. This high-profile event is meant to underscore Raila Odinga’s legacy and the party’s vision for the future.

Leadership Transition Amid Financial Tension

During the meeting, the committee formally endorsed Siaya Senator Oburu Odinga as interim party leader and called upon all ODM organs and members to ensure unity as the party transitions its leadership. The decision comes as ODM seeks to strengthen its grassroots structure ahead of the 2027 general election, even while asserting its rights over the withheld funds.

Legal and Political Fallout

By demanding instant release of the KSh 12.6 billion, ODM is turning up pressure on the government and raising the prospect of legal action or public mobilisation if the funds remain blocked. The party invoked the Political Parties Act, demanding that the government respects the statute and the financial rights of political organisations.

The government, for its part, has yet to issue a detailed response to the latest demand. Failures to disburse funds to registered parties are likely to stoke further debate about fairness in political financing, especially ahead of a looming election cycle.

What This Means for the Political Climate

The standoff highlights two serious developments: first, the issue of financial transparency and accountability in party funding; and second, the growing sense of urgency within ODM to consolidate power and narrative ahead of 2027. Despite the festivity-like tone of the upcoming anniversary events, the underlying financial conflict signals deeper contestation—with potential fallout for national political stability.
