Lusaka Shakes Bungoma Govt: Cabinet, Top Officials Axed Amid Impeachment

Bungoma governor Kenneth Lusaka has sacked all Members of the County Executive Committee (CECM), the County Attorney, and the County Secretary with immediate effect.

In a press statement on Thursday, April 9, Lusaka said the decision was made in exercise of his constitutional mandate to ensure effective governance and improved service delivery across the county.

“The Office of the Governor wishes to inform the public that, in the exercise of the constitutional mandate to ensure effective governance and service delivery, the Governor has undertaken a reorganisation of the County Executive,” read part of the statement.

“Accordingly, subject to section 40(1)(a) of the County Government Act, all Members of the County Executive Committee, the County Attorney, and the County Secretary have been relieved of their duties with immediate effect,” it added.

Following the announcement, Lusaka stated that the move was taken in good faith and in the public interest to facilitate the efficient functioning of the county administration and uphold the integrity of its institutions.

Despite the governor relieving all his cabinet members of their duties, he did not appoint replacements. He, however, indicated that further communication on interim arrangements and subsequent appointments will be made in due course in accordance with the law.

The county government further assured Bungoma residents of the continuity of essential county services, noting that measures have been put in place to prevent disruptions.

“Further communication regarding interim arrangements and subsequent appointments will be made in due course, in accordance with the law,” the statement added.

Lusaka’s decision to sack the entire cabinet comes hours after the Bungoma County Assembly announced that it had received impeachment motions against a county officer.

Communication from the office of the clerk of the assembly on Wednesday, April 8, confirmed that it had received the impeachment motions that were still under procedural processing.

Upon completion of processing, the clerk said the motions were to be presented to the speaker and the house business committee for approval before being tabled before the county assembly.

“The Office of the Clerk wishes to inform the public that impeachment motions have been received today and are currently undergoing procedural processing. The motions will be presented to the Hon. Speaker and the House Business Committee for approval.

Upon approval, they will be tabled before the House in accordance with the Standing Orders and the law,” read a statement from the office of Bungoma County Assembly Clerk.

It is still unclear which county official the impeachment motions were against, whether it’s the governor or other county officials.

Lusaka is serving his second term as governor of Bungoma County, having served as the county’s first governor between 2013 and 2017, before becoming the Senate speaker between 2017 and 2022.
