A man masquerading as a police officer has been dramatically arrested by the Directorate of Criminal Investigations (DCI) in Kirinyaga East Sub-County, triggering urgent questions about security breaches and public trust.

Detectives, acting on precise intelligence, intercepted the suspect—identified as 30-year-old Newton Wachira Waweru—while he posed as a uniformed officer. Under interrogation, he disclosed the location of his cache in Makongeni, Thika, where investigators unearthed a shocking trove of authentic and replica government-issued equipment.

Items seized include:

  • Two official police smoke jackets
  • Two jungle-green trousers
  • A green prison service lanyard
  • Desert military boots
  • A life-like replica firearm
    …along with other tools typically reserved for security personnel.

Waweru is currently in protective custody at a DCI facility in Kirinyaga East. Authorities are preparing for his arraignment in the Makongeni court on Monday, as further investigations probe whether he exploited his disguise to perpetrate additional crimes.

Legal Consequences Loom Large

Kenyan law is unforgiving in such cases. Under Section 324 of the Penal Code, the unauthorized possession of government uniforms or equipment is punishable by up to seven years in prison. Furthermore, the National Police Service Act stipulates fines of up to KSh 1 million or 10 years’ imprisonment for impersonating an officer or misusing police insignia.

Authorities fear a possible replication of past high-profile scams—most notably the 2013 ‘Fake PPO’ scandal in which Joshua Waiganjo, posing as a senior police reservist, deceived both citizens and officials for over a decade.

Public Safety Red Flag

Security analysts warn that such incidents severely undermine public confidence in law enforcement. “The ease with which fake uniforms and weapons are acquired raises brutal questions about oversight and the vulnerability of institutions,” says a Nairobi-based security expert.

Communities across Kirinyaga and Thika have been left rattled. The calculated impersonation of an officer, complete with realistic-looking gear, suggests brazen intent and chilling access—raising fears of identity fraud, illegal roadblocks, extortion, or other crimes disguised under the authority of the state.

DCI’s Staunch Response

In a statement released Sunday afternoon, the DCI confirmed the operation and emphasized their heightened efforts: “Investigators are conducting comprehensive inquiries to establish whether other offenses were committed under the guise of law enforcement”.

Security officials are now appealing to the public: report any suspicious individuals dressed in government uniforms. Authorities are simultaneously auditing the supply chain of official gear—looking to identify any leaks or corrupt officials who may have facilitated Waweru’s impersonation.
