THE TUJU THEATER: DCI Unmasks ‘Phantom Abduction’ Plot by Inner Circle

The Directorate of Criminal Investigations (DCI) has officially dismantled the narrative of a forced disappearance surrounding former Cabinet Secretary Raphael Tuju, naming four high-profile “persons of interest” who created a national security hoax.

Kenya’s political and legal systems face a major crisis because detectives from Mazingira House have identified the billionaire politician’s kidnapping case as a “strategic vanishing” situation. The DCI investigation determined that the disappearance constituted a political performance designed to create public outrage, which would delay government efforts to collect outstanding debts.

The investigation shows that Tuju’s family members, who provided him with security and administrative support, have become the main suspects in the event. The group allegedly created a false narrative of state-sponsored kidnapping to “toxicify” Tuju’s legal battles with regional banks, which transformed a commercial default into a human rights crisis.

According to a senior detective who works on the case, “we are no longer looking for kidnappers; we are looking for actors.” The four individuals who have been flagged by authorities for immediate questioning function as the main suspects who organized Tuju’s “extraction” and handled the media response to create maximum pressure on the government from both domestic and international audiences.

The DCI has switched from its original mission to rescue people to a criminal investigation that focuses on “giving false information” against the Tuju team. The four handlers face severe consequences because they obstructed justice, which led to the expenditure of public funds during the “phantom emergency” incident.

The investigators plan to issue formal arrest warrants. The case reveals a disturbing new development in Kenyan legal proceedings, which uses “staged victimhood” to combat financial liquidation. The DCI message states that national security forces will not function as support for private debt collection operations.
