The Auditor General, Nancy Gathungu, published a report that showed that the Talanta Sports City project costs have increased by Sh10.85 billion. The government flagship infrastructure project now stands as a potential systemic plunder case because its complete stadium expenses exceed all initial budget estimates.
The audit examines the “phantom billions,” which emerged overnight through its twisted core. The audit shows that the original contract value was changed without any evidence that documented the change or explained the project modifications. The public was informed that the stadium would become a budget-friendly architectural achievement for the 2027 Africa Cup of Nations, but the system has become a financial burden to taxpayers.
The Auditor General’s report shows that these changes received approval because decision-makers failed to follow established procurement rules that apply to state projects exceeding billions of shillings.
The situation operates as more than a budget violation because it functions as an organized operation to remove public resources from their rightful place. The audit shows that the ministry failed to provide an explanation about why project costs increased to almost two times the initial budget while construction activities are now being watched.
The discovery shows that “Talanta City” operates as a financial channel that enables tournament organizers to use their need for quick tournament preparation to skip financial monitoring processes.
The report results in a conflict between the Sports Ministry and the parliamentary oversight committees that monitor its activities. The country faces its current economic problems because Sh10.8 billion vanished from one construction project, which violates public trust.
The Auditor General demands a forensic investigation from the Kenyan government to determine whether it is constructing a world-class stadium or financing a fraudulent operation that pretends to be sports diplomacy. The Talanta Sports City gates remain closed, yet corruption allegations against it have started to flow freely.
