The enormous budget serves as a protective measure against urban deterioration and growing financial obligations, but it fails to create pathways toward economic development.

The Sh47.56 billion plan contains a “twisted” irony because it depends on local governments to deliver essential funds for its implementation. Sakaja is risking everything on a high-pressure tax collection initiative in a city where residents already face lethal cost-of-living challenges.

The administration expects operational expenses to be covered by people who experience difficulty meeting their fundamental needs because they will create “seed capital” for operations. The budget serves as a government funding mechanism that enables the capital to maintain its operational operations without interruption.

The “Dishi na County” school feeding program and essential healthcare decentralization program both require immediate attention. The government plans to spend billions on primary school kitchen facilities to create a “bottom-up” economic recovery plan for the Nairobi workforce, which will provide future generations with meals while current workers face financial exhaustion.

The City Hall budget faces a financial crisis because previous expenses created a “ghost money” situation that will drain 72 billion from the Sh47 billion budget before the official document becomes effective.

The budget serves as a financial demand note that hostage-takers send to their captors through their urban development requirements that have forced the city into financial distress. Sakaja requests Sh47 billion from the government to resolve previous errors while he develops a nonexistent future. The “taxpayer” in basic terms represents the average Nairobi citizen.
