
Former Head of Government Delivery Services, Dr. Peter Mbae, has officially petitioned the International Criminal Court (ICC) to urgently investigate controversial statements made by Kenya’s Interior Cabinet Secretary Kipchumba Murkomen.
The shock request, delivered in a strongly worded letter, demands “immediate and urgent” action over Murkomen’s bold public claim that President William Ruto will be re-elected in 2027“under all circumstances.” The remarks, made on April 14, have triggered widespread outrage and fears of democratic backsliding.
Mbae’s letter warns that the tone and timing of Murkomen’s speech echo the dark shadows of the 2007 post-election crisis that plunged Kenya into chaos and bloodshed. “We’ve notified the ICC Prosecutor,” Mbae confirmed, adding that an investigation is critical to “stop the potential commission of crimes against humanity.”

The reference to the deadly 2007 election violence was not lost on Mbae. He accused the Interior CS of invoking a dangerous precedent, warning that any suggestion of a predetermined outcome in 2027 could fuel unrest and undermine public trust in Kenya’s democracy.
In a separate letter sent to the Ministry of Interior on April 16, Mbae demanded clarification and accountability. He urged the government to publicly reaffirm its commitment to peaceful, transparent, and credible elections without intimidation or state interference.
“The implication is clear,” Mbae wrote. “There’s an alarming possibility that the state might manipulate the election outcome, as implied by the Cabinet Secretary’s own words.”
